Wickiup Reservoir Automation Grant

To improve operational efficiency at Wickiup Dam, the District proposes to install a new SCADA system at the discharge of the outlet-works, allowing for remote Realtime Monitoring and Control (RTMC) and making it the first automation project to occur at Wickiup Dam since its construction. The District expects significant improvements in achieving target flow regimes in the Deschutes River, and more precise flow measurement not only during the irrigation season, but also during the winter when NUID is obliged to release stored water for the endangered Oregon Spotted Frog, as mandated by the Deschutes Basin Habitat Conservation Plan. With a new flow measurement system and automated actuator controls, NUID will be able to ensure precise flow targets 24/7, which is critical to mitigating excess irrigation water release, and thus waste, while also preventing shortages due to imperfect control of releases. Realtime flow monitoring data will also be available to USBR and the Oregon Water Resources Dept. (OWRD) around the clock, which has been a historical limitation for entities in the Deschutes Basin who require immediate information. This project supports water conservation measures outlined in the District’s Water Management and Conservation Plan. The District plans to begin work on this project during the winter of 2027-28. The District expects involvement from USBR engineers during Phase I and Phase II of the project.
